Doug is an accomplished leader with over 30 years of experience in federal agencies, Fortune 500 companies, and small businesses. He has successfully implemented strategic leadership practices and grown small and startup companies by leveraging his areas of expertise, including corporate strategy development, business development, project/program management, new product development, advanced manufacturing, and LEAN manufacturing.

Doug’s leadership experience spans various high-tech industries, including information technology, aerospace, medical devices, RF and GPS systems, 4G/5G wireless small cell infrastructure, and nuclear weapons. He has started up three project management offices (PMO) and implemented new product development processes and ISO/AS9100 quality systems. In
addition, he led the automation, capital budget, and process improvement of 26 manufacturing facilities in North America for a Multi-National company.

As COO, Doug led the operation’s growth of a wireless company from $1.8M to $33M in just four years, demonstrating his ability to drive growth and profitability. Throughout his career, Doug has held executive positions, including COO, Director of Operations and Quality Assurance, Director of PMO and Engineering, and has been recognized with numerous awards, including El Paso County employer of the year, Colorado manufacturer of the year, Boeing’s small company supplier of the year, and 688th of Inc. 5000 list of fastest-growing private companies in the U.S. with a three-year growth rate of 637%.

In his recent role as Director of IT Federal Business Development, Doug developed a “Best Practices” federal business capture, business development, and proposal process resulting in winning IT business from federal agencies. He also led two SBA Mentor/Protégé programs with small companies, demonstrating his commitment to developing future leaders.

Doug holds a BS in Engineering and an MBA, as well as a Master of Strategic Studies from the U.S. Army War College. He served in the U.S. Army for over 30 years and held the rank of Colonel, culminating as a Brigade Command in the U.S. Army Reserve. During his military service, he served as the Chief of the Observers Team (CHOT) for US/ROK Combined Joint Military Operations in the Korean Theater of Operations, earning a bronze star during combat operations and the Legion of Merit. He also holds a PMP certification and two patents, further highlighting his exceptional knowledge and expertise.

Doug is a proven leader and people person with a track record of driving growth, developing future leaders, and achieving exceptional results.

Don brings extensive experience in contracting and program management to the FP&C team. With 38 years of government service, he has held numerous roles in the United States Air Force, the Defense Contract Management Agency (DCMA), the Defense Health Agency (DHA), and the Centers for Medicare and Medicaid Service (CMS).

Don’s tenure at DCMA spanned over two decades, during which he served as Chief of Contracts, Contracting Officer, Price/Cost Analyst, Contractor Purchasing System Review Team Captain, and Compensation Analyst. He also held the position of Multi-Functional Team Leader at DCMA-Northern Europe, where he was responsible for overseeing the cost, schedule, and performance of Department of Defense contractors throughout the United Kingdom and Northern Europe.

After his time in England, Don joined DHA and CMS, where he served as a Contracting Officer, Contracts Chief, Director of Policy and Pricing for DHA, and as the Director of the Western Program Management Division for CMS. In his role at CMS, he oversaw the program’s management and execution in several western states, ensuring quality and timely delivery of healthcare services to millions of beneficiaries. Don’s career continued in the private sector, where he provided acquisition, business, operations, and financial consultation and advice to large and small businesses. His expertise and knowledge have been invaluable in helping these organizations navigate complex government regulations and procurement processes.

When not working, Don indulges in his passion for sports, both as a certified sports official and as a professional drummer playing in multiple bands in the Denver area. He also enjoys spending time with his wife of 33 years, Kim, and their two adult sons, Alex and Tyler, who are both successfully living on their own.

With his vast experience and expertise, Don is an asset to the FP&C Consulting team and a valued member of the community.

Caron Ward is a program, business, and project management consultant. She has experience with several government agencies and in private business with the likes of Iron Arch Technology and IBM.

With over 20 years of experience in government contracting, she knows exactly what must be done to get the best results possible. She has been successful in supporting numerous government proposals, including several multi-million-dollar bids.

Caron brings many excellent skills and techniques to FP&C Consulting clients. She is deeply knowledgeable about Federal acquisition procedures and writing and reviewing proposals. Some of her many capabilities were honed by attending the Warton Master of Business Administration Program through the University of Pennsylvania while others come from achieving a Program Management Professional (PMP) certification from the Project Management Institute (PMI). She has some of the best training in project management in the country and the experience to back it up. Above all else, Caron is passionate about what she does.

Michael Jonasson is a Federal government healthcare contract consultant with many years of experience in the U.S. Air Force and other DoD agencies. Mike served in the Air Force for 20 years. During that time, he went to George Washington University where he earned his LMM. He specializes in proposals for government healthcare contracts, advising bid protests, and government contracting.

Mike has many essential qualities, including experience working with cyber security, familiarity with basic contract laws, and providing legal advice on law, legislation, and administrative policy. He earned a Juris Doctorate from the University of North Dakota School of Law and his Bachelor of Science Degree in social work with a criminal justice minor from the University of North Dakota.

Katherine Brose is a business analyst and marketing specialist. She works primarily behind the scenes, so you don’t see her often, but is critical to our clients’ success. She performs research, identifies opportunities, creates and edits deliverables, assists with proposals, and anything and everything marketing related. She’s a “jill of all trades”, so to speak! Katherine graduated from the University of Wyoming.
